Greg Hammond is the Assistant Secretary of the Project Management Branch, Overseas Property Office and Services, Department of Foreign Affairs and Trade (DFAT). 

For the past five years, Greg has led a highly skilled and experienced team in the planning and delivery of major and medium capital works projects in support of the international estate. These projects have included new builds, fit-outs and upgrades to existing properties.

Under Greg, the Project Management Branch recently delivered the new prefabricated chancery to support the Embassy of Australia in Rabat, Morocco. The Branch’s current portfolio includes projects in Washington, Tarawa, Vienna, Warsaw, Abuja, Funafuti, and Paris.

Greg previously held senior property and construction positions with Commonwealth Departments of Defence and Finance and the Australia Capital Territory Government's Justice and Community Safety directorate. He is a recognised project management professional through a 16-year engagement as a Department of Finance Assurance Reviewer (Gateway).  

A proven expert in his field, Greg is a postgraduate lecturer with the School of Engineering and Information Technology at the University of New South Wales. 


PRESENTATION:

The Road to Rabat
The Road to Rabat outlines the journey of research, development, innovation and collaboration between the Department of Foreign Affairs and Trade and the Australian prefabrication industry to plan, design and construct a world-first off-site constructed chancery for the Embassy of Australia, Rabat, Morocco. 

This project is significant to the Australian construction industry, being the first time Grade-A secure office accommodation was constructed in Australia and delivered overseas. It has generated global interest, supported by presentations including innovation animations and live construction feed through access to site cameras. 

In his presentation, Greg will examine the drivers for Australian prefabricated construction in the world market, construction innovation, and the significant challenges experienced in this project, including Moroccan COVID-19 restrictions. He will explain how these challenges ultimately highlighted the strengths of prefabrication. The presentation will include forecasts for the diverse future uses for what is identified as the Rabat Model by Australian and International organisations.

The Rabat off-site constructed chancery project has been selected as a finalist in the 2021 Property Council of Australia (PCA)/Rider Levett Bucknall Innovation and Excellence Awards in the category of Development Innovation. The Award recognises innovation that creates significant advancement and improvement within a development. Innovation can relate to financing, design, construction, sustainability, technology use, and other factors. The innovation must be replicable and of broad benefit to the industry and or the community. Inclusion in the award recognises that the Rabat Model is truly a leader in Merging to Mainstream.

Industry partners include design and construct contractor CC Pines, fabricator Modular Building Systems/Fleetwood Building Solutions, and external project manager Global Project Solutions.
